I don't think the red car was trying to cheat. They are supposed to proceed on a green light but the red car proceeds before the green. If you watch after the red car is hoisted on the barrier the green light comes on.

He never paid..., He (she?) didn't even stop, so how could they have paid....?
They sometimes do RFID tags or whatever so you don't have to actually do anything when you go through the toll, it's all on your account.
